Open Source in European Policy

Beyond the code: the European Open Source Academy's policy and advocacy contributions

In an era where digital sovereignty has become a cornerstone of the European Union’s strategic agenda, Open Source Software (OSS)  has to find its rightful place in the political and economic strategy. As the European Commission moves toward its Open Digital Ecosystems Strategy, the emphasis has shifted from internal efficiency to the creation of a "Digital Commons" that ensures Europe’s technological independence. The European Open Source Academy (EOSA) aims to bridge the gap between technical contributions of open source developers, service providers and the technical merits of transparency and openness into a clear policy framework that allows European governments and citizens to maintain agency over the technology they use.

The EOSA will adopt a multi-faceted strategy, including policy recommendations, training materials and policy-centered workshops that will support the development of open source-centric digital policy.

By providing visibility to the contributors who build our digital foundations, the Academy fosters a culture of excellence that aligns with the EU’s Digital Decade 2030 goals. Through its focus on skills development and public awareness, it addresses the critical talent gap, ensuring that Europe doesn't just consume open technology but leads its creation.
